Henry Waxman (D-CA) narrowly won the chairmanship of the House Energy and Commerce Committee against the longest-serving member of the House. The House Democratic Caucus voted 137-122 to elect Waxman as chair. Rep. John Dingell (D-MI), one of the most powerful Democrats in Congress, first held the position of Energy and Commerce chair in 1981.

At least 20 killed in Russian submarine accidentAt least 20 people were killed and another 21 injured in an accident on a Russian Pacific Fleet nuclear submarine which was undergoing routine tests, an aide to the Russian Navy commander said on Sunday. "More than 20 people were killed during sea trials as a result of the accidental launch of the fire-extinguishing system on a nuclear submarine of the Pacific Fleet on November 8," Capt. 1st Rank Igor Dygalo said. "Shipyard workers and service personnel are among the victims."
